Are you sure about that? Talk is always cheap to hunt for votes. Look at what has happened to Kedah, Perlis and other PN states. It says for itself.

its an invalid promise in Islam aka null and void promise
promising gambling is promising haram so its null and void promise.
Muslims are NOT permitted aka not allowed to fulfil the gambling promise.


Promising to do something haram or to not do something obligatory
Whoever promises someone that he will do something haram for him, or that he will not do something that is obligatory, it is not permissible for him to fulfill that promise.
This may be supported by the Hadith of `A’ishah, which is also known as the Hadith of Barirah (narrated by Al-Bukhari and Muslim)
