This problem have been highlighted numerous time but it falls on deaf ears.
Even if issue is attended it is only as fire fighting service and problem persist.

"Fourth, educate the public about the effects of traffic congestion and encourage environmentally-friendly transportation options. Encourage residents to use public transportation, carpool, or use other forms of transportation."
This above solution is asking too much in an ethnically and religiously polarised country. On the surface it looks harmonious to the ignorant but thick racism is evident from their utterances, body language and action.
