Why is the contract awarded on 21 May but only announced on 27 May? That will allow all kinds of insider trading activities to occur between then and today!

Dayang can't announced the contract until they sign the acceptance letter.The details were ironed out over the weekend,acceptance letter signed this morning follow by the announcement this evening.
