慕尤丁：3月中推全面性经济复苏计划 · 确保各领域发展

（吉隆坡28日讯）首相丹斯里慕尤丁透露，他会在3月中宣布一个全面性的经济复苏计划。

他说，政府不仅要考虑宏观的经济问题，也要进行微观的管理，包括如何吸引投资，提升出口，确保各个领域的经济发展。

慕尤丁配合国盟执政一周年接受媒体联访时，这么指出。星洲日报是唯一参与联访的中文媒体。


他透露，他已指示各部门优先处理与人民，经济和商业有关的事务，包括废除没有必要的官僚程序，以加速各项计划运行的效率。

“不只是联邦政府，州政府也需要给予配合，因为人民的问题必须立即解决；对于人民而言，每等待一天都是煎熬。”

慕尤丁表示，仍有很多外资有兴趣来马进行投资。


“大马去年首9个月核准1098亿令吉总投资，总共涉及2935项投资，料创造6万4701个就业机会；不仅如此，我国在未来两年也会有许多投资激励措施，这些都将能吸引外资。”

“因此，我对于外资（吸引到）并不担心，我们有亲商的政策，商业领域会持续成长。”

Macquarie Equities Research (MQ Research) summarised January’s banking statistics released by Bank Negara. Among the key highlights include the slowdown in both credit cash and credit card spend coupled with loan applications. Meanwhile, loans and deposits rose, and consumer-loan repayment trends remained stable. Although MQ Research remains constructive on banks post-Covid19, it expects a soft sentiment post quarter results.

MQ Research prefers CIMB and RHB with Public Bank as its defensive name.

（吉隆坡3日讯）随著我国新冠肺炎确诊病例见顶回落、疫苗接种计划开跑、近期经济数据表现乐观，加上政府逐渐放宽限制及提供针对性援助，经济学家普遍认为，国行周四（4日）降息的可能性已经减低。

《彭博社》经济学家亨得森指出，1月的货币政策会议之后，情况正逐步好转，疫情缓和之馀，疫苗接种计划也已经展开，政府正逐步开放封锁措施。此外，油价走高，外围情况逐渐明朗，包括大马主要贸易伙伴中国的经济回稳，各国也积极展开疫苗接种。

这种种的有利因素显示，今年首季经济疲弱的走势将会是短暂的，因此国行在周四的货币政策会议后，相信会继续按兵不动。

汇丰银行（HSBC）经济学家佐瑟英卡尔卡德拉也改变之前认为国行将在3月的会议中会降息的看法。他表示，大马最近一波疫情导致政府再度实施行管令（MCO），而我国也因此成为亚洲区域中居民流动性最低的国家。

佐瑟预计，我国私人消费将大幅收窄，因此将大马今年国内生产总值（GDP）预测从早前的6.7%，下调至5.2%。

虽然该银行的最新预测低于政府预测的6.5%至7.5%成长，但佐瑟预期，政府可能在近期内调整经济成长预测。值得一提的是，国家银行将在本月底发布其2020年年报，这通常是政府调整官方预测的时间点之一。

“考虑到目前行管令导致大马经济每日损失3亿令吉，低于去年首轮的每日损失24亿令吉，政府的经济成长预测下修幅度或不会太显著。”

商品涨势支撑经济

此外，政府也一再强调，由于电子产品出口和工业生产持续回升，我国制造业氛围乐观。而半导体领域的产能也逐渐增加，在全球汽车晶片市场占有更显著的份额。

另外，天然气和棕油等大宗商品价格近期上涨有助支撑经济成长，我国1月贷款增长也从12月的3.4%，走高至3.8%，显示银行体系稳健。

佐瑟强调，石油和天然气价格走高，增强我国的财政状况，让政府在推出援助政策方面有更多的灵活性，而政府也重新分配2021年的支出，以针对最新一轮的封锁，为受冲击的领域提供援助。

“原油价格预测料上调至每桶45美元至55美元之间，再加上近几个月的企业税收高于预期，让政府可略微上调支出。”

汇丰银行早前预测，国行会在3月4日的货币政策会议上将隔夜政策利率（OPR）下调25个基点。但考虑到近期肺炎确诊病例逐渐减少、政府逐步放宽限制措施、疫苗接种计划比预期中早开始、近期经济数据表现乐观，加上政府所提供的针对性援助措施，佐瑟认为国行降息的可能性已减低。

隔夜政策利率今年料企稳1.75%

佐瑟预测今年的隔夜政策利率将维持在1.75%。

他也强调，虽然封锁措施对经济成长造成冲击，但国行周四下调利率的机会不大。

“但若情况比预期更坏，国行会是区域中为数不多，仍有余力进一步提供货币政策救援的央行之一。”

国行在去年曾4度降息，将隔夜政策利率下调至1.75%，为2004年以来的最低水平。

而国行总裁拿督诺珊希雅在2月公布去年末季GDP数据时指出，国行在去年降息125个基点，足以扶持经济成长，货币政策委员会也认为将利率维持在1.75%，是相对适当且宽松的水平。
