A stalled property development in Abu Dhabi’s Port Zayed is set to resume after its owners and builders settled a long-running dispute.
Work on Meena Plaza, a partially-built four high-rise towers complex in the centre of the city’s former container port, will restart on 1 October after a gap of two years, Malaysian contractor Zelan said.
The block of three apartment towers and one office tower, which is being developed by Meena Plaza, a company owned by the private Abu Dhabi developer Tamouh and other investors, was started at the end of 2007.
The 246,500m2 project includes a helipad, sun bathing deck, a covered jacuzzi and wading pool as well as a cinema and private medical centre.
Meena Holdings was ordered to stop work in November 2012.
But after protracted negotiations between the two companies, local media reports say Meena Holdings paid Zelan around $32mn to resume work on the project.
"Zelan will recommence works for the project on 1 Oct, 2014 and is required to complete the project within 15 months," a Zelan statement said.
Port Zayed has been earmarked for redevelopment since container operations were moved to Abu Dhabi’s Khalifa Port operation in 2012.

KUALA LUMPUR: Meena Holdings LLC, owner of Meena Plaza mixed use development project in Abu Dhabi has paid Zelan Holdings Bhd 121.63mil dirhams (RM104.97m) under a settlement deal.
Zelan said in on Tuesday the payment was under the terms and conditions of the second supplementary agreement (SSA) where Zelan would resume work on the project.
"Zelan will recommence works for the project on Oct 1, 2014 and is required to complete the project within 15 months," it said.
On April 15, Zelan had signed the SSA with Meena Holdings to settle the disputes between both parties and for Zelan to resume work.
According to the terms of the SSA, Meena and Zelan Holdings have agreed to continue with the project as stated in the contract dated April 1, 2008.
To recap, in November 2012, Zelan told Bursa Malaysia that Meena had issued a 14-day notice to Zelan Holdings to terminate the contract and to liquidate Zelan Holdings' performance bond.
Meena has agreed to pay 121.64 million dirhams to Zelan's unit within 74 days from the date of the SSA.
The payment consists of a refund of 92.53 million dirhams (RM81.69mil) received earlier by Meena in relation to its demand on Zelan's performance bond in November 2012, as well as payment of 29.11 million dirhams (RM25.7mil) outstanding progress claims for works done due to the latter.
Additionally, the two parties have agreed to revise the contract price to 980.05 million dirhams (RM864.2mil) from the original contract price of 950.03 million dirhams (RM838.7mil), as a result of an agreed variation order for additional fit out work of some 30.02 million dirhams (RM26.5mil).
"The parties have also agreed that the contract value of works completed as at November 2012 is 464.56 million dirhams (RM410.12mil), and therefore the contract value of the remaining works to be undertaken by Zelan Holdings now is 515.49 million dirhams (RM455.08mil)," Zelan said in its filing.

Petronas berkata, kontrak-kontrak tersebut merupakan sebahagian daripada batu loncatan kelayakan kritikal PIC sekali gus menunjukkan komitmen Petronas untuk menjayakan pembangunan PIC.
Katanya, daripada 11 kontrak, lima daripadanya merupakan kontrak bagi kerja-kerja kejuruteraan, perolehan, pembinaan dan pentauliahan (EPCC) bagi komponen projek penapisan dan steam cracker.
"Komponen-komponen itu melibatkan pengeluaran produk-produk petroleum dan bahan mentah untuk loji petrokimia hiliran yang akan dibina dalam kompleks tersebut,'' katanya dalam kenyataan di sini hari ini.
Kontrak EPCC dianugerahkan kepada syarikat konsortium yang terdiri daripada CTCI Corporation, Chiyoda Corporation, Synerlitz (Malaysia) Sdn. Bhd. dan MIE Industrial Sdn. Bhd., Sinopec Engineering (Group) Co. Ltd. dan Sinopec Engineering Group (Malaysia) Sdn. Bhd. dan Técnicas Reunidas S.A. and Técnicas Reunidas Malaysia Sdn. Bhd..
Turut dianugerahkan kontrak kepada Petrofac International (UAE) LLC dan Petrofac E&C Sdn. Bhd. dan Toyo Engineering Corporation serta Toyo Engineering & Construction Sdn. Bhd..
Tambah Petronas, enam lagi kontrak dianugerahkan untuk pembinaan infrastruktur iaitu kepada syarikat konsortium UEM Builders Bhd. - Projek Penyelenggaraan Lebuhraya Bhd., Zelan Construction Sdn. Bhd., WCT Berhad, Syarikat Ismail Ibrahim Sdn. Bhd., Bumi Dagang Sdn. Bhd. dan Gadang Engineering (M) Sdn. Bhd. serta Menta Construction Sdn. Bhd..
Terdahulu, Petronas menganugerahkan kontrak kepada syarikat konsortium Technip-Fluor, Siemens AG, Siemens Malaysia Sdn Bhd and MMC Engineering Services Sdn. Bhd., Konsortium Asia Baru dan PBJV/CPM.
Pada awal April lalu, Petronas meluluskan Keputusan Pelaburan Akhir (FID) bagi pembangunan Kompleks Bersepadu Pengerang (PIC), Johor yang bernilai AS$27 bilion (RM88.6 bilion).
Kelulusan FID oleh Ahli Lembaga Pengarah PETRONAS menandakan pencapaian penting dari segi kemajuan cadangan pembangunan PIC yang merangkumi Projek Pembangunan Bersepadu Petrokimia dan Penapisan (RAPID) serta kemudahan berkaitan.
RAPID dianggarkan menelan kos sekitar AS$16 bilion (RM52.5 bilion) manakala kemudahan berkaitan akan membabitkan pelaburan sekitar AS$11 bilion (RM36.1 bilion).
