Thereafter, KPAG will carry out the asset and facilities management services of the said Centre for the next 20 years in accordance with the Concession Agreement.

KPAG read the financial report . Read the payment details per my link, not only availability charges with keyword start from year 4.

You can study the document as per your link. Government will pay KPAG once the government agree on the progress of the project. If the project is still ongoing, KPAG receive nothing.

Please refer to note 2 at page 10.

The Group expects to recognise revenue for the Availability Charges ("AC") and Asset Management Services ("AMS") from the IIUM project under the provisions of the Concession Agreemenet commencing from December 2018.

Well, they use the words expect to recognise which means the government is still not paying Zelan.
If the project is completed without any VO, the word should change.
