Maybe not bcos of CMSB problem , the corrupt government unable to finance the election coming projects . Hence it affects CMSB business performance in the short term with the dwindling of crude oil prices , even Petronas have slashed its annual dividend .

庄家要洗盘所以叫分析员调低目标价引诱散户抛售以便庄家可以捡便宜货。这股是砂捞越龙头老大，州选快到了，刚公布的业绩也有增长，所以不管如何看，这股还是值得投资，相信不久将来会回弹之5块以上。

Najib: Pan Borneo Highway to go on despite drop in oil prices

SERIAN: Prime Minister Datuk Seri Najib Tun Razak has given his commitment that the Pan Borneo Highway project will continue to be implemented despite the drop in oil prices.

Speaking at the launch of the commencement works of the 75 kilometre project from Serian roundabout to Pantu junction here today, Najib said what made the project more meaningful was that there would be no toll.

“This is the third package and the biggest package of 75km from Serian roundabout to Pantu junction that will cost about RM1.46 billion,” he said.

He disclosed that 10 packages would be launched this year

Najib, who is Barisan Nasional (BN) chairman, said the implementation of the Pan Borneo Highway project was a gift for Sarawakians who had given a strong support to BN in the 13th General Election.

“This shows that the government will deliver what we have promised to the people of Sarawak,” he stated.

He added that the RM16 billion project would not just be a catalyst or game changer for Sarawak, but would “transform the state’s landscape beyond comparison”.

“It will not just provide more efficient connectivity but would encourage more economic growth and foster unity among the people.”

Najib said the implementation of the Pan Borneo Highway was also unique because the contracts would only be given to Sarawakian contractors.

150亿合约今年陆续颁发 泛婆大道照亮建筑股

（吉隆坡11日讯）随着砂州泛婆罗大道合约昨日颁出“配套3”工程，显示当局再次启动合约热潮，今年还会从14家竞标联营或财团中，选出9项工程配套的赢家，总值140亿至150亿令吉，激励国内建商前景。

昨天，金轮企业（KIMLUN，5171，主板建筑股）和亿强工程（ZECON，7028，主板建筑股）的联营公司，获得泛婆罗大道Serian圆环至Pantu Junction的发展和升级工程，总值14亿6077万3150令吉。

泛婆罗大道全长1089公里，其中，从三马丹（Sematan）至美里的746公里道路工程，在去年10月完成招标程序，今年会颁发10项主要工程配套。

大马研究指出，在颁发配套3后，目前由14个合格联营或财团，虎视眈眈9项配套，各长60至90公里。

在这当中，分析员相信，配套7可能会在4月底的砂州选举前推介，有传首相下月将会亲自推介。

配套7全长76公里，从Bintangor路口至Julau路口，以及从诗巫机场圆环至Salangau的Sungai Kua桥，也拥有长达1.2公里最长的桥Batang Rajang。

“我们看好砂拉越的建筑领域，除了开始释出大道合约，还有去年州政府80亿4000万令吉的预算案，拨出了59亿7000万令吉的发展开销，比去年多31.3%。”

预计今年会释出的主要工程，包括6亿令吉新木胶机场、约5亿令吉的古晋中央污水处理系统配套2，以及14亿令吉的Baleh道路工程。

“为此，我们维持对砂州建筑领域的‘增持’看法，首选股为砂拉越电缆（SCABLE，5170，主板工业产品股）、福胜利（HSL，6238，主板建筑股），以及许甲明（KKB，9466，主板工业产品股）。”

金轮合约增至14亿 3年财测上修2-25%

金轮企业赢得泛婆罗洲大道合约，将工作订单推高至14亿令吉，因而获分析员将3年财测，调高2%至25%。

根据金轮企业和亿强工程（ZECON，7028，主板建筑股）在联营公司的持股率，金轮企业所占的合约价值比例，为4.38亿令吉。

大马研究分析员表示，假设泛婆罗洲大道合约的税前盈利赚幅为5%，根据金轮企业的持股比例，相信公司在未来5年，每年可袋入550万令吉。

丰隆投行研究分析员指出，这项合约已将公司的工作订单，大幅拉高47%，录得14亿令吉，相等于1.6倍的2015财年建筑业务营业额。

“年初至今，金轮企业已赢得总值7.11亿令吉的新订单，几乎达到上财年全年的7.5亿令吉新订单规模，而且，公司今年目标再取得3亿至5亿令吉的新订单。”

分析员续称，由于目前的新订单规模，已超越原本的7亿令吉目标，因此，该行把今年的目标提高至12亿令吉，也将公司今明年财测，调涨3%至9%。

“从赢得泛婆罗洲大道合约来看，金轮企业已开始更积极地竞标基建工作订单，且公司还竞标中枢大道工程，也受邀竞标高速大道工程。”

肯纳格投行分析员指出，该行也将金轮企业今年的新订单预测，调高至11.4亿令吉，并看好公司能够达标。

“同时，我们将金轮企业今明年财测，分别调高2%和14%，至7000万令吉与8380万令吉。”

订单走强分析员改观

在马银行投行方面，分析员同样把公司的新订单预测，提高至13亿令吉，并将今年至后年每股盈利预测，分别调涨25%、8.5%及16%。

丰隆投行研究分析员说，基于依斯干达区的市场疲软，该行原本看淡金轮企业前景，但随着公司取得更强劲的订单，该行也开始转变看法。

“我们如今转为看好该股，并将评级提高至‘买入’，目标价为2.23令吉，高于早前的1.56令吉。”

至于金轮企业的建材预制业务，公司正竞标捷运第二路线（MRT2）节段箱梁供应合约，还有新加坡捷运路线与地下道系统合约。

马银行投行分析员对此表示：“虽然我们把今年的预制合约预测，提高33%，至4亿令吉，但估计明年的预制赚幅将陷入下跌，因MRT2对低赚幅预制建材的需求较高。”

理由：昇阳船务机构和民都鲁港口可从原料和资源的物流交通中获利；砂拉越电缆可提供公用事业部件，如电缆和钢柱。

●IJM（IJM，3336，主板建筑股）
●双威建筑（SUNCON，5263，主板建筑股）
●金务大（GAMUDA，5398，主板建筑股）
●马资源（MRCB，1651，主板建筑股）
●WCT控股（WCT，9679，主板建筑股）
●高峰控股（BPURI，5932，主板建筑股）
理由：虽然半岛承包商只能在联营公司持股30%，但相信能凭借专才和资源，工程份额会高于30%。
