PBA have neither business demand risk nor market share competion as water
consumption is on uptrend and PBA is operate under monopoly.

The shift higher ratio between nondometic to domestic ratio in water consumption implying not only water consumption is increase but also imply higher water charge rate in nondometic category such as semiconductor industry, Hotel and mall, tourist arrivals increae hotels occupancy, will offer higher profitability forward

In my opinion, PBA is undervalued stock with strong earnings and fundamentals.
Additionally, PBA is backed by Penang government with integrity and capability.

Penangites enjoyed the cheapest water rate for "30" years.
The tariff has been revised only
starting from 1st February 2024.
With such a long years without any changes, only this year started the increase.
Let's be reminded that Penang government is so considerate to give rebate to the Penangites from July to December 2024 to lessen the Penangites' burdens.

In other words, it is justifiable to complain ? Are Penangites so forgetful and ungrateful for the cheapest water they enjoyed in the past ???

Actually, among all category Domestic water traffic, individual meter only hike between 180%-200%, the highest rate actually incur on high rise apartment with bulk meter have double up water rate hike 400% from RM 0.35pm3 to RM 1.73pm3 and these rate is flat rate for all water consumption volume. Therefore, the more high rise apartment build in Penang the more higher income for PBA

Loke proposes Steven Sim to lead Penang DAP

With the outcome of the upcoming Penang DAP election seeming to be a foregone conclusion, DAP secretary-general Anthony Loke has proposed Human Resources Minister Steven Sim as the new state chairperson, while Deputy Finance Minister Lim Hui Ying will continue as the state secretary.

Loke reportedly revealed this “Sim-Lim formula” during an exclusive interview with the Chinese language daily Kwong Wah Yit Poh published yesterday, urging party members to.

Remark: Sim is much better than Lim or Lim sister which is against PBA water traffic hike, ignore fact that Penang is lack water resources and yet want Penang continue enjoy super low water traffic at PBA expense on ever growing subsidy.

PH under Anwar is more realistic, Sim is good human resource ministers demand higher minimum wages. Cabinet are realistic that gov can not keep subsidy burden, it need cost pass through mechanism either in electricity or water

PBA currently still in first phase of up trend, chart patterns very similar to Jan 2024. PBA share price will easily breakout RM 3.00 level, expecially toward next Q result.

As PBA only first deliver EPS after traffic hike, EPS >15sen, therefore, it need another quarter EPS delivery, sustain >15sen to roll out estimation annual EPS 60sen, which should convince market to peg fair valuation for water utilities share at PE 10x

One quarter EPS is NOT enough to prompt market to give fair valuation. PBA need to deliver 2 or 3 consecutive quarterly EPS >15sen to convince market for fair PE x 10 valuation for these utilities stock or fair price RM 6. Therefore, current market price still have 100% potential upside in next 3 - 6 month, provided PBA can deliver sustainable EPS >15sen quarterly as water traffic rate hike is valid for 3 year period or till end of 2026 before next 3 year review

Most of profit earn however will channel to increase capex to built pipeline connecting dam to water treatment plant, increase water treatment capacity, built more water treatment plant, new pipe replacement to decrease non revenue water, all in is to increase water supply to meet water demand growth from 890MLD to 1350MLD by 2030. However. fraction of EPS will sill able to channel to increase dividend payout to shareholder to be in line with increament in annual EPS 60sen

PBAPP to invest another RM1.115bil for Penang's Water Contingency Plan 2030

BUTTERWORTH: Perbadanan Bekalan Air Pulau Pinang (PBAPP) will invest another RM1.115bil over four years under the Water Contingency Plan 2030 (WCP 2030) to ensure the sustainability of clean water supply.

Penang Chief Minister Chow Kon Yeow and PBAPP chairman said the investment was to ensure a clean water supply for 1.74 million Penangites as water usage in the state continues to rise.

"PBAPP has invested RM69.15mil to implement WCP 2030 and will add another RM1.115bil over the next four years to carry out six more projects to address a 10% hike in water usage.

"For the first half of this year water usage was 887 million litres per day (MLD), an increase from 843 MLD in 2019,” he told reporters after launching Package 12A at the Sungai Dua Water Treatment Plant (LRA) here on Friday (Sept 20)

He said the next project involves building a new LRA with a capacity of 114 MLD to utilise part of the raw water reserves from the expanded Mengkuang Dam in Seberang Perai Tengah (SPT) and building Sungai Kerian LRA to produce an additional 114 MLD of treated water for supply in Seberang Perai Selatan (SPS).

According to Chow, two more projects include implementing the Sungai Perai Water Supply Scheme with a capacity of 136 MLD in SPT, which involves pre-treatment works to use nearby rivers as an additional raw water source and developing a new Sungai Muda LRA to produce 114 MLD of treated water for supply in Seberang Perai Utara.

On Package 12A, Chow said the project could increase Penang’s water treatment capacity by 114 MLD starting this month, adding that it features a new water treatment module within the Sungai Dua LRA, built in response to the rising demand for water.

He said the treatment plant is the largest and most important in the state, supplying treated water to approximately 465,000 consumers every day.

He added that the Package 12A project began in March 2022 and was fully completed and operational on Sept 5. - Bernama

With the commissioning of Package 12A, we have effectively increased Penang’s overall maximum water treatment capacity by 114 MLD (million litres per day), from 1,612 MLD to 1,726 MLD," said Pathmanathan. "With increased treatment capacity in hand, PBAPP will now focus on upgrading Penang’s water distribution network [or pipeline network] to deliver more treated water to our customers."

It is carrying out this through the implementation of the three major pipeline projects, comprising a 13km pipeline project in Seberang Perai, from the Sungai Dua plant to Butterworth (RM128 million), a 3.9km pipeline on Penang island, from Macallum area to the Bukit Dumbar Reservoir and Pumping Station Complex (RM44 million), and the Sungai Perai River-Crossing Pipeline Project in Seberang Perai (RM17 million).

In bursa, only 2 water treatment stock listed in bursa. PBA and Ranhill.

PBA is 69% control by Penang gov, of course need take care of domestic water user as show by PBA given subsidy RM 110m as subsidy at shareholder expense, but, in turn of profitability, PBA still deliver awesome profit and give dividend

On the other hand, Ranhill SAJ, johor water operator, is 20% control by Johor gov and 80% control by listed Ranhill utilities should be more profit oriented, without given any subsidy, but, in turn of profitability, Ranhill cann't deliver good profit at all.
