点名华为中兴通讯构成风险 欧盟吁成员国禁用

欧洲联盟执行委员会示警，中国电信巨擘华为、中兴通讯对欧盟安全构成风险，宣布不再使用依赖这两家公司的服务。

法新社报道，欧盟执委会在声明中表示：“执委会认为，跟其他5G供应商比起来，华为与中兴通讯实际上意味着明显更大的风险。”

声明指出，执委会将采取相关安全措施，不采购仰赖华为与中兴通讯设备的新连线服务。

欧盟内部市场事务执委布雷顿向欧盟27个成员国和电信业者呼吁，行动网路应排除使用华为与中兴通讯的设备。

布雷顿在布鲁塞尔的记者会上说，不能继续严重依赖可能变成“武器”来攻击欧盟利益的设备，“对我们的共同安全而言，这样的弱点太过危险、风险太大。”

欧盟执委会表示，大约24个欧盟成员国已经通过规范或正在奠定基础，来赋予国内当局设限的权力。

布雷顿指出，只有10个成员国运用这些规范来限制或排除高风险卖家，“这样速度太慢，构成重大安全风险，并使欧盟集体安全暴露于风险之中。”

欧盟执委会3年前就引进严格5G规范，只是当中并未公开禁止任何供应商，也没点名华为。因此次的声明象征欧盟改弦易辙，对中国采取日益强硬的路线，同时仍维持与北京的关系。

（中央社）25日報導，標榜不找對象、不結婚、不買房、不要孩子的詞彙「四不青年」近來廣傳中國社群網站，凸顯當前中國經濟疲弱，看不到未來的年輕人，失望情緒不斷累積。

報導說，去年赴美的令狐昌冰今年23歲，回憶COVID-19（嚴重特殊傳染性肺炎、新冠肺炎、武漢肺炎）疫情爆發前還在中國期間的生活狀態表示，並非不想找對象、買房、結婚、生子，而是根本沒能力實現這些目標。

他說，當時根本沒時間交女友，因工時從早上8時到晚上10時，甚至到深夜11或12時，每個月假少薪水更少消費難沒社交，買房那就更別想了，並說「四不青年」的現象多集中在城市，因都會區的競爭更激烈。

RFA的調查還發現，選擇這種「四大皆空」生活方式的青年，不乏負笈國外學成的海歸派，因「麻省理工碩士進發改委」和「哈佛博士後去街道辦」的消息，屢屢見諸於中國各大媒體的版面。

近日受訪闡述因參加「白紙運動」而遭迫害的中國青年黃意誠指出，不少從美國常春藤名校畢業的同儕回國，成了宅在家的「四不青年」，縱使教育背景出色，但當前中國經濟下滑又失業率高，他們也很難找到自己的定位。

他說：「現在中國年輕人看不到希望，看不到未來。（中共領導人）習近平這種統治下，中國不管是政治還是經濟，這些重要的位置都是50後（1950年代出生者）所占據的，即使是60後都沒什麼空間，更何況是70後、80後、90後。」

（北京16日彭博电）坊间流传的最新刺激计划表明，中国正在接近政策拐点。但显然，政策“火箭砲”并不存在，目标只是让经济持续以温和的水平成长。

《华尔街日报》周四报道，北京方面可能最早在未来几天宣布一揽子刺激计划。讨论内容包括发行人民币1兆元（约1400亿美元）的特别国债，帮助地方政府为基础设施项目提供资金。政府还可能取消一些小城市购买第二套房的部分限制。

显然，中国经济需要一些助力。周四公布的数据显示，零售销售额、固定资产投资和房地产投资均不及预期。数据公布后，渣打将今年中国经济成长预期从5.8%下调至5.4%，而政府定下的成长目标为“5%左右”。

上述报道提及的刺激计划要点与《彭博社》本周早些时候的报导相似，大体上符合市场预期。

或许令人惊喜的是特别国债的发行。这是一种罕见的工具，仅在1990年代亚洲金融危机、2007年为帮助成立中国主权财富基金，以及2020年冠病疫情等情况下使用过。这表明中央政府愿意伸出援手，充当野村经济学家陆挺所说的“最后的借款人和支出方”，而非要求地方政府承担更多债务。

无论如何，这些措施在显著提振经济方面的效果如何还有待考证。如果没有新的融资，那么随著手头紧张的地方政府耗尽资金，基础设施支出将下降。换言之，如22V Research的赫森（Michael Hirson）所说，通过发行国债获得的额外资金只是为了避免下半年跌入“财政悬崖”。

Absolute Strategy Research的沃尔夫（Adam Wolfe）也表达了对新基建刺激措施有效性的质疑，原因是“没有那么多可以很快启动的项目”。

此外，取消一些购房限制也只会略起作用，因为经历了多年的投机后，二三线城市的需求已经耗尽。除非全面放开大城市的限制，否则房地产市场的复苏或将持续乏力。

在目前拟议的计划中，缺失的是帮助家庭和私营企业恢复信心的措施。沃尔夫说，显然，这样做的最佳方式是直接给家庭转账。但从意识形态角度而言，领导层对此持反对态度。

“所以我们可能只会看到促进中小企业和国有企业就业的针对性措施，为产业升级提供针对性信贷支持，等等。我认为这不会有太大帮助……我们只会看到中国经济以偏低的增速勉强前行。”

美2大芯片商争霸战 专家曝台湾是大赢家

（台北16日讯）AI芯片争霸战开打，超微日前推出重磅新品GPU MI300X，将直接挑战辉达在AI芯片市场的龙头地位。

财经专家黄世聪分析，不论是由辉达或超微领军，台湾都在最核心的位置，他强调台湾是AI发展的军火库，因为国际大厂要发展AI，所需要的先进制程、封装、记忆体、高速运算等硬体制造都是在台湾生产。

黄世聪在《关键时刻》节目中表示，AI席卷全球各个产业，根据外资摩根士丹利报告，全球AI市场规模将由今年的2080亿美元，到2030年增长至1.847兆美元，等同规模翻了9倍，他提到，台湾站上所谓浪头之上，无论是辉达或超微领军，受益者都会是台湾。

黄世聪强调，AI供应链都在台湾，举凡AI芯片一定要用到5耐米或3耐米制程投产，需要台积电代工，再来封装测试，也只有台积电才能帮你做，或是部分给日月光等公司做；至于下游的供应商，台湾伺服器供应链合作伙伴则包括研扬、研华、宜鼎子公司安提国际、技嘉、华擎、泰安电脑、纬创、英业达、和硕、广达旗下云达、华硕、纬颖等，供应链一字排开都是台厂。

黄世聪提到，受美国禁令影响，AI伺服器不能在中国生产，只能在台湾做，AI供应链全部也都在台湾，因此，不论是辉达或超微要抢市占率，一定都是找台湾厂商来互相合作，摩根士丹利更点名台厂当中台积电、世芯-KY、创意、晶心科、台达电、奇鋐、金像电、广达、技嘉9大赢家，外资也看好整个AI生成的状况。
