As supply gets tight, offshore contractors are trying to reactivate cold-stacked offshore rigs for charter even though the cost is high.

Since 2021, 25 jack-up rigs, three semi-submersibles and nine drillships have been brought back to life at a time when newbuilds are scarce.

A recent report by Westwood Global Energy estimated it could as much as $100 to reactivate a drillship, which would often require a multi-year contract with a dayrate high enough for a suitable return. Also, a drilling contractor might now have to wait as long as 18 months for a reactivation to be completed these days.

Malaysian contractor Bumi Armada has rolled out a contracting strategy to provide a floating production, storage and offloading vessel if it secures the major contract for TotalEnergies’ Cameia-Golfinho project offshore Angola.

Last year, the French energy giant provisionally lined up Bumi Armada to supply the FPSO which will have a production capacity of 100,000 barrels per day and be the first project in the Kwanza basin.

Since then, Bumi Armada and TotalEnergies have been grappling with rising supply chain costs, with the French supermajor determined to only sanction developments that are “resilient” to oil prices under $20 per barrel, have a breakeven cost of less than $30 per barrel and whose emissions are below 19 kilograms per barrel.

Prime Minister Datuk Seri Anwar Ibrahim said these plans will be far cheaper than building a new airport in Kulim, Kedah that will cost RM7 billion.


"In order to support and encourage the influx of investors, traders and tourists, the government plans to expand and improve the capacity of Penang International Airport and Subang Airport.

"The expansion proposal that will be led by Malaysia Airports Holdings Bhd is expected to benefit economic growth at a much lower cost than the proposal to build a new airport in Kulim which is estimated at RM7 billion," he said when tabling the revised 2023 Budget 2023 today.

KUALA LUMPUR: Pheim Asset Management Sdn Bhd (Pheim Malaysia) and Pheim Asset Management (Asia) Pte Ltd (Pheim Singapore) have acquired under a 2% stake in Supercomnet Technologies Bhd (Scomnet).

Pheim Malaysia and Pheim Singapore bought the stake via a combination of an off-market transaction and directly from the open market.


The bulk of the acquisition was made on Wednesday at RM1.62, which is a 9.5% discount from its Tuesday closing of RM1.79.

At this price, Scomnet has a market capitalisation of RM1.36bil.

“We are very pleased to welcome Pheim to become our shareholder. We look forward to growing our relationship and learning from each other’s experience for a prosperous future together,” Scomnet managing director James Shiue Jong-Zone said in a statement.

For the third quarter ended on Sept 30, 2022, Scomnet announced a 44.4% increase in net profit to RM10.1mil on the back of a 40.6% jump in revenue to RM45.14mil compared to the last corresponding period.
