You won't get Covid-19 by touching the arm of a Covid-19 patient unless you go touch your eyes, nose or mouth afterwards.

But in a Covid-19 patients ward, the patients are not wearing mask, that is why doctors and nurses all in full PPE. See the difference.

Point 1 - Covid-19 is spread thru droplets from mouth and nose. So if you as a doctor or nurse attending to a patient, and both you and the patient are wearing mask, there is VERY LOW possibility of virus transmission.
Point 2 - Even if you treat a Covid-19 positive patient, as long as you don't touch your eyes, nose or mouth after you touched the patient's droplets, you are safe.

Actually it is more hygienic for the doctor/nurse to sanitise his/her hand before touching each patient, than to wear a pair of gloves and touch N number of patients.
