totally correct, public funds has to be used for stated purpose n cannot be legally used for other purposes unless authorised n minuted by the ministry concerned.

Everything looks good on paper. U pay input tax. U get a refund. But u get only a portion back. Where are the rest of $$$ ? PPl are running a business. They need the money as promised. They are not zillionaires watching TV at home.
