but the problem is will his boss listen to his subordinate? can his boss stand that he outshines him so much? he needs to be given power to execute policies that work based on his specific knowledge and not warm water, 500 countries than kind of nonsense.

He can be MOH minister after his retirement if he is willing to do so and the government has the will to establish a professional government. Unfortunately, the government now is just a self-interest based government.
