Too costly! Just suspend the lawmakers involve from contesting! The seat remain with the party! Only fill up during state or general election!

If a lawmaker decides to defect, then original party has the right to retain the seat! The said lawmaker should be suspended indefinately!

However, frogs must be penalised with huge penaaly plus claw back the election cost.
