Just ban agents and let companies recruit themselves.

Simple matter can be simply solved.
The need to feed parasitic party members causes national issue.

Simple solution:
1. Restrict foreign workers to specialist skillset
2. Restrict Home Ministry to just giving security clearance of foreign workers
3. Company recruit directly and restrict number of workers.
4. HR must pressure companies to employ citizens.
5. Companies must pay penalty for missing workers.
6. Companies must ensure foreign workers leaves country when permit expires
7. Companies bear the cost of accommodation and healthcare of workers.
8. HR Ministry must do spot checks to ensure foreign workers salary are not deducted for dubious facilities.
9. Ban foreign worker recruiting agencies.
10. Confiscate assets of agents who break the law.
Send them to mandatory jail sentence and whipping.

Deport foreign workers who do business with or without licence.
They came to work but why run business?
