Kenanga(who give Parkson TP 86 sen) use sharebuyback to push Kenanga from 50+ sen to 68 sen. Why must they push Parkson to 86 sen?

When Parkson last buyback shares in Jan 2017 it had bought back 2.44% share that time. What it plans to do with 2.44%? Why not increase it since business show turnaround?
