In my opinion, eventhough Government received vaccine still will appoint GLC companies as distributors and rebottling if needed. Budget 2021 on vaccination per person is RM1,000.00 and this implies what ???- no full subsidies and private companies/GLC is involved. Correct me if i am wrong.

Those companies can JV with vaccine suppliers in China but is not binding government to grant approval.

All drugs must be registered through NPRA / MOH. But it is NOT necessary must be by Pharma or Dpharma. Any other companies also can register.
You guys can go to npra.gov.my to check it out. Click on Industry / product search, select pharmaceutical /manufacturer, type name of manufacturer.
Last time I typed Sinopharm, 9 products were registered. These are not vaccine but other products manufactured by Sinopharm.

As far as Bintai or HWGB, do some research to see what are their vaccines and what stage of development testing they are in.

Any other companies can register but still subject to approval, approval is the main issue..

Vaccine testing is very important especially at 3rd stage where mass testing is carried out. Chinese vaccines are tested in Indonesia, UAE, Brazil other than China itself. Other vaccine manufacturers Astrazenneca, Pfizer, Moderna, etc also doing the same. The results must be presented to their health authorities / WHO for scrutiny before it can be used internationally.
The results are expected be available by end of Dec or early Jan for scrutiny and eventually approval. That's the main reason why vaccine can only be available 1st quarter 2021 onwards.

Perhaps the following article written by a legal firm in Apr 2020 will help to clarify a bit about the approval process of the vaccines importation procedures to Malaysia. They also give name and telephone number in there which we can possibly call up to ask for more details on next Mon.

Dont worry about the jv and the testings. Just check how many vaccines or products does all this small companies supply to kkm now if even they have one. Then u can proceed to the two giants and see what they are supplying. Safe to say it is very unlikely they will receive it unless this 2 giants subcon to them. Been in this industry for a long time

I don't think any imported vaccine will be readied for use out of the box. This is because the vaccine has a shelf life and it can't be stored for long in vial form before quickly losing its efficacy. So it is more likely the "vaccine ingredients" will be purchased in bulk and additional processing and bottling will be done locally in Malaysia.

@pineapple123, I can understand your concerns and I don't totally deny the possibility that Malaysia will purchase some vaccines end product from China. I found a good article published on Nov4 about China's efforts and their reasons for vaccines supports to various countries.

Taking Indonesia as example, According to the Indonesia government, Sinovac will dispatch 3 million finished doses of coronavirus vaccine and enough vaccine bulk -- the liquid eventually divided into vials -- for Bio Farma to locally manufacture 15 million doses by the end of December. Sinovac also has agreed to supply 125 million doses next year.

In the beginning period, In ratio wise I think China will not supply so many finished product vs the vaccines bulk. My rationales is as follows:
1. There is very high demand for vaccines from everywhere now. China would make use of her capacity to benefit as many people as possible and one way to make this happen soon enough is a joint-effort, one do the front end and the other one do the back end. Especially for country like Malaysia we have the capability and capacity to do it via company like Dpharma.
2. At this junction, China supply the vaccines mainly based on political reason more than making big profits out of it. I assume The cost mainly fall on the vaccines and not the bottling, therefore they already make their money from there and chances is they will allow others to do the bottling.
3. From the quality control perspective, we require a good local pharmaceutical company to manage the bottling and maintain its effectiveness to make sure it is well handled and able to sustain in our local environment.
