US citizen pay 15% NON-US citizen pay 30% lorrrrrrrr

Nothing to shout about, dividend receive in Malaysia also has 25%tax which is not claimable in the hand of shareholders with effect from yr 2013. That's why we called single tier.

When I received US dividend, I realized I was being taxed 30% for US dividend withholding tax. When I registered foreign share trading account with my brokerage firm, I do fill up W-8BEN Form to show that I'm not US person. However, according to my brokerage firm, I still need to be taxed 30% and cannot claim back. I was wondering, whether you all encounter same situation as I do? Is there any other ways, to avoid/reduce this 30% dividend tax? Thanks.
