MITI imposes duties on flat-rolled steel from China and 3 others

KUALA LUMPUR: Provisional anti-dumping duties ranging from 2.52 per cent to 36.80 per cent will be imposed on imports of flat-rolled products of iron or non-alloy steel, with a width of 600 millimetres or more, clad, plated or coated with tin (tinplate) originating or exported from China, India, Japan and South Korea.

In a statement today, the Investment, Trade and Industry Ministry (MITI) said the move is necessary to prevent further injury to the domestic industry and shall be effective between Jan 11, 2025, for not more than 120 days.

MITI said the government initiated an anti-dumping duty investigation on imports of the subject merchandise on Aug 14, 2024, under the Countervailing and Anti-Dumping Duties Act 1993 and the Countervailing and Anti-Dumping Duties Regulation 1994 based on a Perusahaan Sadur Timah Malaysia Bhd petition.

Perusahaan Sadur Timah claimed that the subject merchandise originating or exported from the said countries was imported into Malaysia at a price lower than the selling price in their domestic markets, causing "material injury" to Malaysia's domestic industry.

Following investigations under section 23 of the Countervailing and Anti-Dumping Duties Act, the government found sufficient evidence to continue further investigation.

MITI said the government has decided to impose anti-dumping duties guaranteed by a security equivalent to the amount of the dumping margins to be determined no later than May 10, 2025.

MITI urged importers, foreign producers/exporters and associations related to the investigation to provide comments or views on the preliminary determination report by Jan 20, 2025, 5.30 pm.

Interested parties can also access the non-confidential version of the report on the preliminary determination by submitting a written request to MITI.
