Today is an auspicious day to write this article because China is celebrating the 100th year anniversary of the founding of the Communist Party of China (CPC).

China is marking the Chinese Communist Party’s centenary on July 1. Inspired by the Bolshevik Revolution in Russia, a group of Chinese revolutionaries secretly founded the CCP in the city of Shanghai on July 23, 1921. At the time, China was an impoverished country, racked by civil war.

Recently I wrote a piece namely “China’s progress is unstoppable” and this piece is a confirmation of what I said before. I visited China more than 10 times in the last 40 years and on each occasion, I see so many improvement in the peoples livelihood, property and infrastructure development.  

The chart below shows China average GDP growth rate in the last 60 years from 1961 to 2021 which is much better than any democratic nation in the world.

 

The ideology of the Chinese Communist Party has undergone dramatic changes throughout the years, especially during Deng Xiaoping’s leadership and now Xi Jinping's leadership.

How does China practice democracy?

Although China is a one political party system, it also practices democracy in a different way. Every year a few million students would take university entrance exams. Every year the government gives out thousands of scholarships to the brighter students and when they graduate, they all work for the government as civil servants and also join the Communist Party.

China practices meritocracy; the most efficient worker gets promoted. The most efficient and senior civil servants will eventually be promoted to become village leaders, district leaders and gradually become city mayors.

What is the process for joining the party?

Joining the party is usually an arduous process that can take two to three years. Potential members must apply to their local party organisations, initiating a multi-year process with more than 20 steps to determine their qualification, including submitting a formal application, meeting with the local party organisers and attending party study sessions.

Candidates also need a party member to act as a guide and mentor, who they often find through party organisations at their work and schools.

After about a year of study, applicants need to pass written tests. They must also pass background checks – those with criminal records or whose family members have such records may fail these.

If they pass all of these steps, applicants still have to go through a probation period of at least a year before the party branch decides whether to admit them.

Party election

China’s communist party has a total of about 92 million members. Every year all the party members and all the senior civil servants would meet to elect political leaders, ministers and president and vice presidents. That was how President Xi Jinping was elected. Unlike Western democratic countries, the Chinese leaders are elected by their peers.

As I said earlier, the Chinese communist system is different from the normal communist system of government.

My grandfather came from China to Malaya

My grandfather came to Malaya from Quanzhou about 160 years ago. He came with his friends and relatives to cut timber to make railway sleepers. Unlike the old days, currently all railway sleepers are made of reinforced concrete. He passed away when I was about 10 years old. I still have relatives in Xiamen, Fujian. I have visited China more than 10 times and on every  visit, I can see fantastic improvement.

The Chinese communist system is different from the normal communism.

What is a normal communism system?

Communism is an economic system where the group owns the factors of production. In countries, the government represents the group. The means of the factors of production are labour, entrepreneurship, capital goods, and natural resources. Although the government doesn't legally own the labour force, the central planners tell the people where they should work. German philosopher Karl Marx developed the theory of communism. 

 

He said it was, "From each according to his ability, to each according to his need." In his view, capitalistic owners would no longer siphon off all the profits. Instead, the proceeds would go to the workers. To Marx, this meant that people would work at what they loved and did well. They would happily contribute these skills for the good of all. The economy would prosper because they would work harder than in capitalism.

"To each according to his need" meant the community would take care of those who couldn't work. It would distribute goods and services to everyone as they required them. Those who were able to work would be motivated by enlightened self-interest.

Western Democracy

The concepts of democracy and constitution as a form of government originated in ancient Athens circa 508 B.C. In ancient Greece, where there were many city-states with different forms of government, democracy was contrasted with governance by elites (aristocracy), by one person (monarchy), by tyrants.

Gradually the Western style of democracy is developed which is a multi-party system of government. The party which won the most votes during a general election will have the right to form the government. Every citizen is entitled to vote. As a result, any politician who can make convincing speeches will win more votes.

That was how businessman Donald Trump became US President.

The enemy of the dog owner is the dog enemy, but when the enemy fed the dog well, the dog get confused and goes quiet, too bad, some strays still bark here, wanting very hard to be leashed, no luck though, strays are unwanted.
