He graduated with a Bachelor of Arts (Honours) from University of Malaya (1964) and also holds a Diploma in Public Administration from University of Malaya (1969) and a Master in Public Administration from University of Southern California, Los Angeles, in U.S.A. (1978).

Prior to venturing into the private sectors, Dato' Ali held various senior positions in the public services such as the Public Service Department, the Prime Minister's Department, the Ministry of Finance, the Ministry of Energy, Telecommunications and Post Malaysia. Dato' Ali had also served as Executive Chairman of Inland Revenue Board of Malaysia from 1 March 1996 to 1 December 1997. He also served as Chairman of Telekom Malaysia Berhad. Currently, he is also the Chairman of RHB Bank Berhad and sits on the Board of a public listed company, S P Setia Berhad.
