Why do it? Its simple. Lets say he owned a piece of land worth RM100m that could make a profit of RM50m if fully developed.
If he could get people to pay RM500m for a property company. Instead of a mere 50% ROI. He now can get 500% ROI.
That's why.
He either wants the public recognition of being known to be very rich man, or he intends to sell off some of the shares when it gets expensive, or to be in a situation where he is able to offer overvalued shares in the purchase of land or other property companies, or for shares in JV.
