Why need new law?
Why did not enforce the old law?
What were the enforcement doing?
What about stray cats which poop everywhere in high rise building?
Staircase, walkway, parking areas scattered with stinky cat poop.
People who feed them ought to clean up the mess.
Why only cattle and buffaloes? Selective persecution?
