Govt issues two circulars to streamline bureaucratic reform

KUALA LUMPUR: The government has issued two circulars to guide agencies in streamlining bureaucratic reform.

Chief Secretary to the Government Tan Sri Shamsul Azri Abu Bakar said the circulars are on Bureaucratic Red-Tape Reform (Reformasi Karenah Birokrasi) and Regulatory Tests (Ujikaji Peraturan).

He said the circulars demonstrated the government's commitment to reforming the civil service.

"Bureaucratic Red-Tape Reform aims to create a more efficient administration, enhance productivity and reduce the burden for the public.

"This initiative will foster a conducive regulatory environment that supports economic growth and will enhance national competitiveness.

"The circular is part of a broader effort to improve Malaysia's ranking in the World Competitiveness Report, with the goal of reaching the top 12 by 2033, in line with the Madani Economic Framework's objectives."

He said this in his speech at the closing of the National Public Service Reform convention today.

Present were Auditor General Datuk Seri Wan Suraya Wan Mohd Radzi and Syariah Judiciary Department director-general Datuk Mohd Amran Mat Zain.

Shamsul Azri said the Regulatory Tests circular would guide regulators in testing new approaches to regulations.

"It will ensure the regulations are more innovative, higher quality and more relevant to current needs in addressing complex challenges."

He said 200 projects on Bureaucratic Red-Tape Reform had been implemented.

He said the government had set a target of 500 such projects to ensure comprehensive reform.

"This target is not just a number, but a symbol of our commitment to accelerating public sector transformation, enhancing services to the people and supporting the national development agenda."

He said in the 2025 Budget, RM25 million had been allocated to support this initiative.

He urged civil servants to identify Bureaucratic Red-Tape Reform projects that could be carried out under their jurisdiction and ensure their smooth implementation.

He said monitoring and improvement systems like the Bureaucratic Red-Tape Reform would help the public service act as a catalyst for productivity in both the public and private sectors.

On the findings from the two-day convention, Shamsul Azri called on the Malaysia Productivity Corporation, as the organiser, to compile and distribute a document outlining the outcomes.

"This will allow information to be shared with all civil service members.

"The convention and the declaration signed yesterday by me and all state secretaries are just the beginning as we move forward with implementing the public service reform agenda.

"We will continue to promote reform through future conventions, focusing on five core areas, which are values and governance, human capital, organisational development, service delivery and public-private synergy."
