Please factor in the cash available AFTER paying loan and finance payment.

I doubt the value will be 23.9m as you stated.
If I am PBA, I will reserve the cash to repay the loan, before I announce it as dividend.

you should factor in human behaviour when there is additional profit, the owners and directors tend to spend more on themselves before minority shareholders. Besides, costs will increase due to better margin and you know why. :) Hence, not much effect on profit.
