The president reports to the board, and its chairman. Since the board meets only periodically, the president keeps the chairman updated with regards to developments between meetings; and takes guidance from the chairman.
The Chairman of the Board is the senior person on the board, which is the group that legally has the final word on what the party does. The board as a whole (but not the Chairman individually) is responsible for the party's overall strategy, major strategic decisions, and hiring (as well as firing) the executive rank and file (including the President). The president is just akin to the chief executive officer.
While the Chairman has the same vote as any other director, there is often an implied seniority and gravitas to the Chairman's role. Just like a company, officers (including the president and CEO), subject to any relevant employment agreements, serve at the pleasure of - i.e., can be dismissed by - the board of directors.
In conclusion, the chairman, as a member of the board of directors, has a higher rank than the president / CEO because the chairman can have a role in hiring and firing the president / CEO, whereas the converse is not the case.
