Russia using friendly party military assistance (within its own territory) is none of US business. So deployment of North Korean Army to kill all intruders within Kursk Region is legally right and lawful. If NATO send troops into Kursk Region is consider invasion on Russia, that amounts to NATO declare war on Russia.
