The deal still intact in my opinion. Just like if opposition take over federal, they still need to honor previous government guarantee too. In this case, what had signed in supplementary and master agreement is binding both sides. Just let hope azmin stop making stupid declaration... However, I think he is an opportunist. Hope he get it done. Let clown keep barking and kick it out.

My read is Azmin need to make this statement to cover all bets. In case, Muhyiddin succeed, he is the one of the pioneer for better msia change. Statement not too direct and required if Azmin wants to go further in his political career in the future. Thus, I rate Azmin as an opportunist which is good for water deal here.... Pembantu Operasi, Wan Raffidah Wan Yusof, 37, berkata rakyat sudah boleh tarik nafas lega selepas perjanjian penstrukturan air dapat dimuktadkan dan tidak perlu dipolitikkan lagi.

Wan Raffidah"Sudah bertahun masalah isu air timbul dan kerap keluar di media massa yang asyik menyalahkan pihak sana dan sini.

"Apa yang penting bagi kami isu air dapat diselesaikan dengan segera sebab ia adalah keperluan yang sangat penting kepada rakyat," katanya kepada Selangor Kini.

Pembantu Penyelenggaraan, Madzuki Yahya, 58, berkata usaha Dato' Menteri Besar, Mohamed Azmin Ali patut dipuji kerana beliau turun naik ke Putrajaya demi mendapatkan kerjasama Kerajaan Persekutuan.

Madzuki"Sikap beliau yang tegas mempertahankan hak rakyat akhirnya dapat menyelesaikan isu air walaupun pada awalnya menghadapi pelbagai masalah.

"Kerajaan Persekutuan seharusnya memberikan kerjasama yang baik supaya masalah air dapat diselesaikan lebih awal lagi," katanya.

Sementara itu, Nabila Farhana Mohd Zaki, 26, berkata perbezaan politik harus diketepikan untuk menyelesaikan isu penstrukturan air di Selangor.

"Peranan kerajaan adalah mendahulukan kepentingan rakyat.

"Saya berharap di masa akan datang Kerajaan Persekutuan dan Kerajaan Negeri dapat terus memberikan kerjasama demi kebaikan rakyat dan negara," katanya.

Mengulas kenyataan PAS bahawa mereka akan meninggalkan PKR jika parti itu menyertai pakatan pembangkang bersama DAP dan Gerakan Harapan Baru (GHB), beliau berkata tidak dimaklumkan berhubung perkara itu.

Beliau secara sinis turut meminta orang ramai tidak terkeliru dengan laporan akhbar rasmi Umno, Utusan Malaysia yang melaporkan perkara itu.

"Kita tidak dimaklumkan, itu hanya laporan Utusan Malaysia.

"Kita tidak pernah percaya kenyataan Utusan, ya betul (itu kenyataan Datuk Haron Din) tetapi dilaporkan Utusan Malaysia. Apa yang dilaporkan Utusan jangan percaya," katanya.

PAAB positive Selangor water assets can complete ahead of time

KUALA LUMPUR: Pengurusan Aset Air Bhd (PAAB) is optimistic that the transfer of water assets in Selangor to the company can be completed ahead of the 60-day expiration deadline.
Chief Executive Officer (CEO) Datuk Ahmad Faizal Abdul Rahman said cooperation from all parties were good as there was mutual understanding that if they did not move on from this successfully, the deal would not go through.

"Negotiations are proceeding smoothly, and I believe there is no problem to resolve the water crisis for Selangor earliest by the end of August.

"We will do this as soon as possible...as long as this issue is not resolved the Langat 2 project cannot carry on smoothly," he told reporters on the sidelines of PAAB's Aidilfitri Open House here, on Thursday.

The water restructuring Supplemental Agreement was signed on July 10 by Ministry of Energy, Green Technology and Water Secretary-General Datuk Loo Took Gee, Selangor State Secretary Datuk Mohamed Khusrin Munawi, Pengurusan Air Selangor Sdn Bhd CEO Suhaimi Kamaral Zaman and Ahmad Faizal.

The signatories have 60 days to fulfill the Condition Precedents in the principal agreement.

On the Langat 2 project, Ahmad Faizal said the progress was at a 22% completion rate.

"We are waiting for the Selangor government to release all permits and approvals, which are expected after the completion of the water supply services restructuring," he said.

When asked whether water tariff would increase after the water supply services restructuring was completed, Ahmad Faizal said: "It is not PAAB's responsibility to look at water rate as it is the prerogative of the respective state governments. But as far as I know, water rate is not going to go up."- Bernama

PAAB urges Selangor to deal with Splash over water assets takeover

KUALA LUMPUR (July 30): Pengurusan Aset Air Bhd (PAAB), a wholly-owned company under the Minister of Finance Inc, has urged the Selangor state government to find a solution to end the stalemate with Syarikat Pengeluar Air Sungai Selangor Holdings Bhd (Splash) in taking over the latter's water assets in the state.

Since last year, Splash has stood firm on wanting fair value for its assets from the Selangor government, rejecting the latter's RM1.83 billion takeover offer. Splash is the only water concessionaire in the state still holding out on a deal, while Puncak Niaga Sdn Bhd (PNSB), Syarikat Bekalan Air Selangor Sdn Bhd (Syabas) and Konsortium Abbas Sdn Bhd have agreed to accept the state's offer.

PAAB chief executive officer Datuk Ahmad Faizal Abdul Rahman said the state's water restructuring agreement is divided into two phases. Phase 1 deals with PNSB, Syabas and Abass, while the second phase is to buy-out Splash.

“The second phase will begin when this (Phase 1) is completed. Selangor will talk to Splash to settle the issue. I don’t see any other options and they must settle this in a holistic manner," Faizal told reporters at PAAB's Hari Raya celebration here today.

"Otherwise all our plans will go down the drain because Splash has a huge involvement in Selangor (as it owns the biggest water treatment plant in the state).

“There’s no option. If price is the issue, they (Splash and the Selangor government) have to renegotiate it,” said Faizal.

It was reported that the transfer of water assets of PNSB, Syabas and Abass in Selangor to PAAB will be completed within 60 days from the date of the signing of the water restructuring Supplemental Agreement on July 10, 2015.

The buyout for PNSB will cost the state government RM2.47 billion, RM4.34 billion for Syabas and RM992.2 million for Abbas.

Faizal also pointed out that everything needs to be completed as soon as possible or the Langat 2 water treatment plant project will never take off.

“We have to settle this (problem) as soon as possible. Until all this is settled, Langat 2 won’t be operational. It’s also getting hotter by the day and we are entering the hot season again. We have to complete this soon,” he said, adding that the development of Langat 2 is 20% complete to date.

On the transfer of water assets of the three concessionaires, Faizal said it is on track barring a few minor administrative and operational hiccups.

"Our discussions (with the Selangor government) since Raya have been going on very well, so there should not be any problem in addressing Selangor’s water woes.

“Our target to complete everything is Sept 10, 2015, but we might actually finish it earlier by the end of August,” said Faizal.
