The LSS4 programme saw 30 winning bidders in total, comprising 10 projects of 50mw each, and 20 projects of between 10mw and 29.99mw. According to the EC website, only 11% out of the 823mw awarded has been completed as at 4Q2023.

An industry source says a number of companies had dropped out from the LSS4 programme, while many have missed the end-2023 COD.


Last month, Energy Transition and Water Transformation Minister Datuk Seri Fadillah Yusof said there would be no more extensions for delayed LSS4 projects. This means that those that have not completed their projects will have to pay the agreed amount of penalties.

2.) Solarvest : ??? , recently issued PP for funding CGPP projects , expected RM 56.7 million but Only achieved RM 28.6 million on 23/5/2024 .

3.) Jaks : tendered 200 MW .. with intention up to limit 500 MW …. Land : 1730 acres in Terengganu to be leased from TDM with rental RM 578 per acre per year .

Hoho thanks to Sslee whom posted with currency exchange rate situations, Jaks JV Vietnam Power Plant 1200 MW asset value with EPCC RM 8.7 Billion ( USD 1.87 billion) shl be greatly reduced .

Referred to BOT 25 years contract :

BOT contract
* 25 years from commercial operation date (COD).
* The power plant shall 👉👉👉be transferred to Vietnam Ministry of Industry and Trade (MOIT) at no charge after 25 years.


An illustration on Jaks with 30 % :

> 30 % of RM 8.7 billion = RM 2.6 billion over 25 years .

> Jaks 30 % with investment RM 600 million ( Cash RM 200 million , RM 400 million from EPC2 construction contract Profit ) .

> Vietnam JV power plant is COD on January 2021 > BOT 25 years is maturity on 2046 .

> ROI as at June 2024 = RM 997 million

997 /200 = 499 %

So the investment only cash returned is dividend.
ROI= cash returend/investment.

Know what when I do feasible study on any projects in China the investment cash return must not not more than 5-6 years.

Vietnam power plant profit is denominated in USD, weak USD will translate to lower profit to Jaks. In additional, if no mistaken, after enjoy 3 year tax free incentive, profit from power plant will subject to Vietnam gov tax 10%
