Penang launches incentives to attract chip design firms, engineers

KUALA LUMPUR (Sept 28): The Penang government on Saturday launched an incentive programme to attract chip design firms and engineers to the Bayan Lepas Industrial Park and designated surrounding area.

The ‘Penang Silicon Design @5km+’ zone will provide annual subsidies worth up to RM2 million over three years, according to a statement from Invest Penang. The incentives will be available to both local and foreign integrated circuit (IC) design firms based in Malaysia.

“As Penang continues to attract more strategic investors, there is a need to establish conducive facilities that can accommodate high-value activities in Penang,” said Penang Chief Minister Chow Kon Yeow.

Penang is home to some of the largest global electrical and electronics companies, including semiconductor giants Intel and Infineon Technologies, as well as major electronics manufacturers such as medical device maker B Braun and power tool company Bosch.

The state also already hosts 28 local and foreign companies related to IC design. To lure more investments, Penang had also previously launched the IC Design and Digital Park and Chip Design Academy, both in May.

Penang has committed RM60 million to propel the latest initiative forward, and the state government is asking for a matching grant of RM60 million from the federal government, Invest Penang said.

The incentives include up to full subsidies for rent, utilities, and parking at state-owned properties, as well as for the use of certain equipment and tools at shared incubation spaces and stakeholder facilities.

To ensure the success of the Penang Silicon Design @5km+, the initiative is governed by an executive council. An advisory panel, consisting of industry representatives, academia and government agencies, will advise and provide recommendations to the council.

By the end of 2024, Prime Minister Datuk Seri Anwar Ibrahim is expected to officiate state-owned GBS TechSpace, a 36,000 sq ft facility designed to accommodate up to eight IC design companies and at least 300 IC design engineers.

“At the very heart of our digital economy growth are the chips that power digital technologies,” underscoring the importance of the semiconductor and IC design industry, said Digital Minister Gobind Singh Deo. “We must take concrete steps to maintain our mark in this sphere

Penang is looking to attract US$115 billion (about RM492 billion) in investments by 2030 by tapping into the front end. However, it needs to upgrade the current infrastructure to meet the rising demand for water and electricity first.

A massive overhead power transmission line is expected to be ready by the end of the year to help meet the growing electricity demand. This new transmission line, part of a 275 kV project, will deliver a capacity of 2,000 MW from the mainland to Penang Island.

Currently, the island’s peak demand is around 800 to 1,000 MW. The new capacity will also support upcoming developments, such as Silicon Island and the industrial area expansion.

Besides needing more energy, the state is tackling a critical water shortage. The spike in water demand between 2019 and 2023 has strained resources, coinciding with the semiconductor boom.

The state has committed RM1.18 billion to water infrastructure projects to address this issue and ensure a stable supply until 2030. A stable supply of water and electricity is vital for the semiconductor industry, as even brief outages can lead to millions of dollars in losses.

....The state is also working on addressing its water supply issues through the building of four water treatment plants to support growing demand. Flood mitigation is also in the works, as two major projects — the Sungai Pinang and Sungai Jawi flood mitigation initiatives — have received funding from Putrajaya.

It is indeed a busy time for the state, as upgrading infrastructure works are being undertaken to meet its present and future needs.

Silicon Island (Penang state gov own 30% stake), spanning more than 2,300 acres of reclaimed land off the southern coast of Penang Island, will be a new job centre, where 30% of the available development land will be turned into industrial zones; 40% for infrastructure; and the rest for housing, mixed development and commercial purposes.

“And maybe a new administrative centre as well,” he adds.

It has been reported that the first factory on Silicon Island is projected to begin construction in 2026 and expected to be operational by 2027.

Remark: Silicon Island will see the construction of the high-technology industrial park, Green Tech Park (GTP); global business services and software hub (or GBS Campus); commercial development; housing, as well as green recreational areas which are expected to generate a gross domestic product of RM1.1 trillion, investment of RM74.7 billion and 220,000 employment opportunities.

GEORGE TOWN: Penang has given two thumbs up to the announcement of the implementation of the Juru- Sungai Dua Elevated Highway project presented in the 2025 Budget by Prime Minister Datuk Seri Anwar Ibrahim today.

"The Prime Minister's announcement regarding this project is highly welcomed. We hope its implementation can be expedited due to its urgent necessity," said Chief Minister Chow Kon Yeow.

The RM1.8 billion Juru-Sungai Dua Elevated Highway was one of the key projects that Penang submitted to Putrajaya.

Additionally, he expressed appreciation for the announcement of a new Urban Transformation Centre (UTC) in the Seberang Prai area, which he said would enhance the quality of public services at UTC @ Komtar

Regarding the development agenda for wakaf land by federal agencies, Chow said that the state government supported UDA Holdings Berhad's initiatives, as they aligned with requests from various parties, including NGOs, to redevelop Malay settlements and increase property holdings, particularly on the island.

Furthermore, he said the budget had announced several other federal project implementations specifically for Penang, including the raw water supply project from the Perak River for water supply in northern Perak and Penang, the Penang Light Rail Transit (LRT), the expansion of Penang International Airport (PIA) and the Batu Kawan Industrial Park 3.

All these projects are expected to contribute significantly to the state's overall development. Therefore, I hope their implementation will be expedited and adhere to the proposed timelines," he said.

On the education front, Chow said Universiti Sains Malaysia (USM) was pursuing AI semiconductors in line with Malaysia's status as a global semiconductor hub, enhancing collaborations with companies like Intel and Infineon.

It has been the company's practice, at least for the past 20 years, to declare an interim dividend in November.

With swelling cash and impending implementation of dividend tax, will the company pay more this time?

Current lower quarter result mainly due to
1. Deferred tax - RM 18.5m
2. Free 10m3 water for 6 month as special subsidy to domestic customer, erode PBA profit by -RM 11m
3. Domestic consumer reduce water usage due to water traffic hike. These temporary setback in domestic will be setoff with nondometic consumption through increasingly semiconductor manufacturing activities

Agreed. PBA cash flow is too attractive, accumulate nearly 86sen/share.

In additional, next year onward, PBA will start recover penang government repayments RM 88.6m on staggering basis begin 2025 will further boost up PBA cash hoard.

Hence maiden special dividend is imminent, following trend like kossan and MSC to declare special dividend ahead of next year dividend tax, which will benefit Penang gov the most as majority stake holder

hng33

Generally, utility stock like water or power are debt laden, but have positive cash flow generated from utilities business ike YTLP, tenaga, malakroff, RANHILL. Therefore, it is rather unusual for PBA to sit on massive cash hoard and trade below NTA.

Next year dividend tax is good opportunity for PBA to rectify their financial position to better reflect utilities business model and allow Penang government to enjoy better dividend payout ahead of next year dividend tax and commencment of repayment loan RM 88.6m to PBA
