GEORGE TOWN: Penang’s Light Rail Transport (LRT) dream will begin to take shape in December with a groundbreaking event, with the first station to be built in Lebuh Macallum.
Transport Minister Anthony Loke is said to have approved a date to get the 29km Mutiara Line landmark project off the ground.
The alignment starts from Penang Sentral on the mainland before crossing the channel to Lebuh Macallum.
From there, the multibillion-ringgit line will pass through Komtar, Bandar Sri Pinang, Sungai Pinang, East Jelutong, The Light, Gelugor, Jalan Universiti, Sungai Dua, Sungai Nibong, Bukit Jambul, SPICE, Jalan Tengah, the Free Industrial Zone, Free Industrial Zone South, Sungai Tiram, the Penang International Airport, Permatang Damar Laut and Silicon Island, which will serve as a depot.
A component of the Penang Transport Master Plan, the Penang LRT will have 20 stations, including two interchange stations at Komtar and Penang Sentral in Butterworth, with completion slated for 2030

Flood mitigation is also in the works, as two major projects — the Sungai Pinang and Sungai Jawi flood mitigation initiatives — have received funding from Putrajaya.
It is indeed a busy time for the state, as upgrading infrastructure works are being undertaken to meet its present and future needs.

Silicon Island (Penang state gov own 30% stake), spanning more than 2,300 acres of reclaimed land off the southern coast of Penang Island, will be a new job centre, where 30% of the available development land will be turned into industrial zones; 40% for infrastructure; and the rest for housing, mixed development and commercial purposes.
“And maybe a new administrative centre as well,” he adds.
It has been reported that the first factory on Silicon Island is projected to begin construction in 2026 and expected to be operational by 2027.
Remark: Silicon Island will see the construction of the high-technology industrial park, Green Tech Park (GTP); global business services and software hub (or GBS Campus); commercial development; housing, as well as green recreational areas which are expected to generate a gross domestic product of RM1.1 trillion, investment of RM74.7 billion and 220,000 employment opportunities.

GEORGE TOWN: Penang has given two thumbs up to the announcement of the implementation of the Juru- Sungai Dua Elevated Highway project presented in the 2025 Budget by Prime Minister Datuk Seri Anwar Ibrahim today.
"The Prime Minister's announcement regarding this project is highly welcomed. We hope its implementation can be expedited due to its urgent necessity," said Chief Minister Chow Kon Yeow.
The RM1.8 billion Juru-Sungai Dua Elevated Highway was one of the key projects that Penang submitted to Putrajaya.
Additionally, he expressed appreciation for the announcement of a new Urban Transformation Centre (UTC) in the Seberang Prai area, which he said would enhance the quality of public services at UTC @ Komtar
Regarding the development agenda for wakaf land by federal agencies, Chow said that the state government supported UDA Holdings Berhad's initiatives, as they aligned with requests from various parties, including NGOs, to redevelop Malay settlements and increase property holdings, particularly on the island.
Furthermore, he said the budget had announced several other federal project implementations specifically for Penang, including the raw water supply project from the Perak River for water supply in northern Perak and Penang, the Penang Light Rail Transit (LRT), the expansion of Penang International Airport (PIA) and the Batu Kawan Industrial Park 3.
All these projects are expected to contribute significantly to the state's overall development. Therefore, I hope their implementation will be expedited and adhere to the proposed timelines," he said.
On the education front, Chow said Universiti Sains Malaysia (USM) was pursuing AI semiconductors in line with Malaysia's status as a global semiconductor hub, enhancing collaborations with companies like Intel and Infineon.

Generally, utility stock like water or power are debt laden, but have positive cash flow generated from utilities business ike YTLP, tenaga, malakroff, RANHILL. Therefore, it is rather unusual for PBA to sit on massive cash hoard and trade below NTA.
Next year dividend tax is good opportunity for PBA to rectify their financial position to better reflect utilities business model and allow Penang government to enjoy better dividend payout ahead of next year dividend tax and commencment of repayment loan RM 88.6m to PBA

It seems many once again misinterpreted PBA’s deferred tax expense/liability.
To provide context, in 2018, PBA reported a loss after tax due to a significant RM137.60 million deferred tax liability. However, this was a non-cash flow item, as clarified in PBA’s 2018 Annual Report (page 13):
"Please note that the recognition of the deferred tax liability is a NON-CASH FLOW item. The ACTUAL tax that is payable by PBAHB to the IRB for FY2018 is only RM1.55 million, based on a PBT of RM36.14 million offset against other tax incentives."
The relationship between unabsorbed reinvestment allowance (RA) and deferred tax liability is further detailed on page 14 of AR2018.
This pattern is consistent. In FY2023, PBA reported a deferred tax expense of RM29.7 million, but its cash flow statement showed tax paid of only RM4.726 million.
Similarly, in 3QFY2024, PBA reported a deferred tax expense of RM18.3 million, with a cumulative total of RM17.0 million for 9MFY24.
Yet, the 9M24 cash flow statement indicates income tax paid of just RM5.581 million.
Focus should be on the actual income tax payable, as deferred tax expenses are non-cash accounting entries that do not affect the company’s operational cash flow. Misinterpreting these figures risks undervaluing PBA’s true financial performance.
