中国出口退税新制 可能打击棕油需求

吉隆坡19日讯）在中国政府决定取消对废弃食用油（UCO）出口退税优惠后，中国的废弃食用油出口可能会大幅下降，这一举措可能连带导致中国对棕油的需求减少。
中国是目前已知的最大废弃食用油出口国，美国和欧盟是其主要买家之一。
任何对贸易流动的显著干扰，都可能推高生产生物燃料所需原材料的价格。
中信证券在周一的一份报告中表示，随着出口退税的取消，中国废弃食用油出口的价格优势将减弱，预计出口量将从高位回落。
中国政府在上周五晚间的一份声明中表示，自12月1日起，将取消包括多种金属和废弃食用油在内的出口退税，废弃食用油此前享受13%的退税优惠。同时，还将下调部分精炼油、太阳能和电池产品的优惠幅度。
今年，中国向美国出口的废弃食用油量创下历史新高，因为美国的生物燃料生产商大量采购这种原料，这种原料在当前美国生产生物柴油的补贴结构中提供了更大的利润空间。
据海关数据显示，今年前九个月，中国出口了212万吨废弃食用油，已超过2023年全年总出口量。
废弃食用油与豆油存在竞争关系。今年5月，一个代表美国最大豆类加工商的行业组织表示，中国的废弃食用油，正在压低美国用于生产生物燃料的农作物价格。
Kaleesuwari Intercontinental交易和对冲策略负责人格纳纳塞卡·蒂亚加拉詹表示，中国取消废弃食用油出口退税的消息，打击了市场对棕油的情绪。
他认为，中国的需求可能会下降。

Group’s revenue for the current quarter at RM177.3 million was 8% above the preceding year corresponding quartermainly due to higher average selling price and higher sales volume of all palm products. Current quarter’s average selling price per tonne of Crude Palm Oil [“CPO”] and Palm Kernel [“PK”] were RM4,098 and RM2,731 as compared to the preceding year corresponding quarter of RM3,924 and RM2,142 respectively. CPO sales volume for the current quarter was marginally higher at 36,777 tonnes whilst PK sales volume was 4% higher at 8,525 tonnes as compared to the preceding year corresponding quarter of 36,726 tonnes and 8,167 tonnes respectively.
