I don't know whether anybody is sitting on the neg. Table. Everybody is busy with by-election
Permata Pauh on May 7 and Rompin on May 5. Very clearly Najib job is on the line of firing.
Lose both by elections, Mahathir will open big canon. Meanwhile PKR is really torn between
Wan Azizah and Azmin. If Wan Azizah is candidate, a win will means she is Head of Pakatan
in Parlimen. Azmin cronies will be crushed.

Kuala Lumpur – Bekas Menteri Besar Selangor, Tan Sri Abdul Khalid Ibrahim dijangka akan kembali menerajui Selangor bagi mengantikan Azmin Ali.

Menurut sumber SuaraTV, satu perjumpaan rahsia antara Khalid dan Presiden Pas, Datuk Seri Abdul Hadi Awang telah diadakan di Jakarta bagi membincangkan mengenai perkara tersebut.

“Apa yang boleh saya katakan pada ketika ini, Tan Sri (Khalid) memang ada mengadakan perjumpaan bersama Hadi di Jakarta semalam.

“Namun untuk pengesahan ada baiknya ia disahkan oleh Tan Sri sendiri apabila dia pulang esok” katanya kepada SuaraTV sebentar tadi.

Menurutnya dalam pebincangan itu ada 5 Ahli Dewan Undangan Negeri (Adun) Selangor dari PKR yang akan mengumumkan untuk ‘melompat’ sekaligus menyatakan sokongan terhadap Khalid.

“Dengan sokongan Pas dan Umno ditambah dengan beberapa orang Adun dari PKR itu, Tan Sri dijangka bakal memperolehi mojoriti mudah.

“Usul mengenainya akan dipersembahkan kepada Sultan Selangor dalam masa yang terdekat bagi membolehkan kerajaan baru dibentuk” ujarnya lagi.......



Remark: The above speculation could happen......in the Khalid facebook today, he indeed post the picture togetehr with Hadi in Indonesia.......I think if indeed true, it could be a reason that PAS is very unhappy with Azmin. This is because despite PAS support Azmi instead of Azizah as MB, but soon after Azmi become MB, he sack PAS exco, trim down PAS exco from 4 member to 3 Exco.

With now, openly, PAS and DAP also tear apart due to hudud issue, I think perhaps PAS is now willing to form state gov with UMMO now, support Khalid back as MB with help some frog from PKR to jump over, regain majority, repeat Perak incidence, without need to dissolve assembly, just interview by Sultan, confrim majority, Khalid reinstated as MB, water issue then can solve faster.

政治、乾旱、污染‧雪制水夢魘揮之不去

雪蘭莪州水供主權問題已從民生問題升級到政治課題，成為州政府和中央政府的政治籌碼。然而，一日復一日的口水戰，依舊無法解決民困，僅僅在今年初，在短短2個月內，因水源污染，導致雪州多個地區，逾50萬戶居民面臨5度制水的困擾。究竟頻頻發生污染的原因是甚麼？

2014年初，乾旱天氣造成水壩水位不斷下降，繼而引發水荒，實行長達數月的配水製，瘋搶水桶的情景仍歷歷在目，今年初雪州水供問題再次上演，只是制水的原因變成了污染，致使雪州4縣逾50萬用戶受到影響。

乾旱天氣導致水荒屬避免不了的大自然因素，但水源污染顯然是人為造成，緣何一而再，再而三地發生？

水源污染分為點源（Point Source）污染以及非點源（Non PointSource）污染。

河流5度污染濾水站又關閉

前者是可指定源頭，例如工廠排出的污水不達標，那工廠就是點源污染；後者是無法指定源頭，如一個有500戶居民的住宅區，每一戶都朝河裡排出超標的污水，最終造成污染，但這無法追查誰是源頭。

掌管雪州基本建設、公共設施和農業工業事物的行政議員再迪阿都塔利受訪當天，第5度傳來河流遭到污染的消息。

阿摩尼亞指數超標

“今天是第5次，我們於早上9時關閉了濾水站。這分為兩條河，一條是冷岳河，在那周圍有許多住家、工廠等等，他們大量地排出了阿摩尼亞，若碰上乾旱時候，河水量少，便無法稀釋，以致於阿摩尼亞指數超標。”

“對於這種情況，我們不能馬上做甚麼停止水源污染，因為有些污水處理廠是在1980年之前建立的，當時是符合要求的。不同年代建設的，設備也會有所不同。最新型的污水處理廠只能處理不超過含有3ppm的阿摩尼亞的污水，其他的則不能。”

“目前我們不能做些甚麼，除非英達麗水機構完成他們的計劃。”

他透露，英達麗水機構將會建設一個大型的污水處理廠，以取代其他獨立操作的小型污水廠，以更妥善地，更集中地處理污水。

對於能否採取防範措施，防止相同事件再次發生時，再迪阿都塔利則面露難色。

“由於這些污染物是隨著河水流下來的，可能經過10小時以後，才會流到濾水站被檢測出來，所以很難預防。像錳這種金屬物質，摻雜在水里時，河水還是很清澈的，直到用氯測試時，水變得渾濁才能看出來。”

“現在查到一家公司污染河水兩次，已經撤銷他們的營運執照，並將他們控上法庭。”

目前，共有5家公司因污染水源而遭到對付。

麥西慕：嚴懲污染河流者

同樣作為飽受制水之苦的“受害者”，能源、綠色工藝及水務部長拿督斯里麥西慕在巡視冷岳2濾水站施工進展後，對此也向記者表明，應嚴格執法。

“有關當局應該要採取行動，執法要更為嚴謹，必須嚴格懲罰這些人。”

林素芳：執法不嚴
工廠非法排放廢水

大馬水務與能源研究協會（AWER）高級經理林素芳受訪時指出，河流下游是受污染最嚴重的地方，因此為了確保原水的質量，濾水廠一般建在河流上游。

“在河流上游都會有比較寬廣的集水區，若河水上游受到污染，那很大可能會有工廠在那裡進行非法的活動，比如排放沒有經過處理的廢水。”

“一些工廠為了節省成本，瞄準執法單位不會在雨天出外執法的漏洞，趁.滂沱大雨之時，將這些含有化學物質的廢水倒進河裡，而且越高越急的河流、瀑布越好，因為能借助衝力，沖掉廢水。”

士毛月河底發現錳

而在士毛月河底發現一種稱為錳的金屬物質，是由工廠排出的。

按現有的2006年水供服務業法令第121條文，若污染水源者有意致死他人或知道其行為會導致他人死亡，又或者危及他人性命便已經違法。

違法者已致死他人，將被判處死刑或監禁20年及鞭刑；如果並無造成他人死亡，但證明污染物含有毒素或輻射性物質，將被監禁不超過10年、罰款不超過50萬令吉、鞭笞，或三者兼施。

若污染物並無有害或輻射性物質，違法者也將被判坐牢不超過1年、罰款不超過10萬令吉，或是兩者兼施。

林素芳說，我國在這方面有完善的法律可依，只可惜執法不嚴，因此非法排放、丟棄廢水的不法人士才如此猖獗。

降雨量理想
今年天氣狀況樂觀

再迪阿都塔利表示，比起去年乾旱造成的水荒，今年的天氣狀況較為樂觀。

“現在雪蘭莪河水壩以及丁宜河水壩的儲水量都將近70%，降雨量也很理想，雖然我還沒查看去年的，但肯定的是這遠比去年的情況要好。”

儘管如此，後備淨水儲存量卻讓人感到擔憂。

再迪說：“目前的後備淨水儲存量大約只有2%，我們希望能提昇到15%。”

所以，當士毛月河發生水源污染時，後備淨水儲存量不足以為所有受到影響的區域解困，因而部份地區只能採取制水措施。

淨水儲存量20%最理想

林素芳提到，最理想的淨水儲存量是20%，可運作的淨水儲備是10%，依據現況判斷，供需基本已經達到了瓶頸。

雪隆與布城每年的人口增長率為2.7%，水源供給顯然跟不上需求的速度。

“雪州的集水區不足，只好從彭亨引水到雪州，所以冷岳2濾水站很重要。”

每天流失15億公升水
無收益水達33%

前雪蘭莪州務大臣卡立曾認為，只要解決無收益水（Non Revenue Water）的問題，即使沒有冷岳2濾水站，水源不足的難題就能迎刃而解。

對此，再迪阿都塔利表示認同。

“冷岳2濾水站只能提供11億3千萬公升淨水，可是根據2014年的數據顯示，因水管破裂造成的無收益水將近33%。”

換言之，在每日輸出的46億2千500萬公升水中，就有15億3千500萬公升的水流失，只有30億9千萬公升的淨水真正被送達到用戶處。

雪州水供公司公關和公共事務部總經理佩雷斯拉指出，該公司的輸水管長達2萬7千299公里，其中部份石棉水泥材質的水管已經使用25年以上，雖然該公司聲稱已經展開更換老舊水管的工程，但這是一項需時較長的工作。

伐木活動成隱憂

大馬水務與能源研究協會主席畢亞拉巴卡蘭認為，在更換水管解決漏水問題的同時，能從別州的集水區輸水到雪州應急，不過，另一個隱憂又浮上水面。

“現在彭亨當地也有自己的問題，那裡的伐木活動也很頻繁，最令人擔心的是，即便2017年冷岳第二濾水站啟用了，最後流過來的只是拉茶一樣的泥漿。”

冷岳2濾水站的水源來自於士曼丹河（Sungai Semantan），從谷歌3D地圖上可以看到，士曼丹河的上游-雙溪吉流（SungaiKelau）以及美律河（Sungai Bilut）的沿岸皆有開發的痕跡，同時還有一片片的油棕林。

油棕所需的肥料和殺蟲劑等化學物質將滲入地底，隨著地下水排入河中，若繼續在集水區與河流兩岸種植油棕，後果可想而知。

後備淨水儲存須充足
河水受污染可輸水救急

一旦河水遭到污染，是否只有關閉濾水站，採取制水這一措施呢？

林素芳指出，其實如果後備淨水儲存量充足，但凡發生工業污染、原水中的化學物質超標，水質不達標，又或是在主要輸水管破裂時，都能從其他管道輸水救急。

“就像巴士公司一樣，如果經常使用的巴士有10輛，就會再額外準備3輛巴士，以備不時之需，應付如其他巴士需進行常規維修、故障等意外狀況。”

在雪隆地區一共有7個集水區，分別是雙溪峇都水壩（Empangan Sungai Batu）、巴生吉冷水壩（Empangan Klang Gates）、拉布河蓄水池（Kolam Takungan Sungai Labu）、冷岳河水壩（Empangan Sungai Langat）、士毛月河水壩（Empangan Sungai Semenyih）、雪蘭莪河水壩（Empangan Sungai Selangor）以及丁宜河水壩（Empangan Sungai Tinggi）。

雪隆與布城每日的用水量為46億2千500萬公升，雪蘭莪河水壩的供水量高達25億公升，可以說是這3個地區最重要的“命脈”，因此去年雪蘭莪河水壩的水位告急，引發了大水荒。

煙霾乾旱夾攻‧未來4個月鬧水荒

（雪蘭莪‧八打靈再也17日訊）氣象局警告，從5月開始至8月，大馬將進入炎熱乾燥的季節，加上雨水量減少導致水壩水位下滑，屆時國人或會面對酷熱的天氣和水荒的危機。

此外，國人也要作好準備面對煙霾來襲，因為每年的6月至9月，鄰國的林火會重現，若林火蔓延，煙霾恐再殃及我國。

氣象局全國天氣中心高級官員莫哈末希山博士今日受詢時向星洲日報透露，隨著東北季候風在4月杪結束，意味著國內的雨量也會隨之減少。

他說，5月至8月期間，大馬半島氣候將進入少雲的時期，雖然屆時也會下雨，但因為雨水都降在半島沿海一帶，卻沒有在內陸降雨，因此國內的氣候屆時會非常酷熱，一些州屬也會面對水荒的威脅。

他特別點名雪蘭莪和森美蘭的水壩水位，或會因炎熱的天氣和降雨量大幅度減少而下降，進而帶來水荒。
