If I am Rozali I would prefer to keep water business. Only he need to make sure is all the amount due for water rate hike in the past must be paid.

Perhaps he should renegotiate existing agreement with lower tariff hike in future so that both state and federal government agree to continue.

Other businesses he plan to venture eg O&G or plantation doesn't seem to look better than water business.

MB: Rundingan MOU air disambung semula minggu ini

SHAH ALAM 17 MAC: Rundingan mengenai perjanjian penstrukturan air di antara kerajaan Selangor dan Putrajaya yang terhenti akan bersambung semula pada minggu ini.

Dato’ Menteri Besar , Mohamed Azmin Ali, berkata Kerajaan Negeri bersedia kembali berunding sekiranya Kerajaan Pusat bersetuju dengan terma rujukan dalam perjanjian utama,

Azmin AirMohamed Azmin berkata demikian ketika ditemui di Majlis Perhimpunan Bulanan Jabatan Kerajaan Selangor di sini, hari ini.

Beliau berkata, pihaknya telah menerima surat daripada Putrajaya untuk menyambung semula rundingan tersebut pada minggu ini.

Bagaimanapun, Mohamed Azmin berkata perjumpaan untuk rundingan itu minggu ini, mungkin tidak akan diadakan ekoran beliau akan berjumpa dengan Menteri Kerja Raya pada Khamis ini.

Mohamed Azmin turut mempersoalkan tindakan Kerajaan Pusat yang mahu memiliki tanah yang dilalui aset terbabit.

“Persoalan kenapa sekarang datang bukan sahaja aset, dia (Kerajaan Pusat) mahu tanah yang dilalui aset itu, mana boleh saya serahkan tanah itu.

“Sekarang dia mengaku tidak pernah minta tanah apabila dibahaskan dalam Parlimen. Jika benar dia tidak minta tanah kenapa dalam surat terbaru yang menyebut secara jelas, ‘Kerajaan Pusat sedia untuk kembali kepada terma asal perjanjian pertama’, ” katanya.

Namun, beliau tidak menolak sekiranya tanah terbabit diberi secara pajakan tetapi bergantung kepada syarat yang disertakan.

“Pajakan kita boleh dipertimbangkan selepas saya berjumpa dengan Perdana Menteri, kita boleh bincang tetapi bergantung kepada syarat,” katanya.

Perjanjian induk pensturukturan semula industri air Selangor terlupus dengan sendirinya berikutan Kerajaan Pusat tidak menghormati prinsip dan semangat perjanjian termasuk mengiktiraf kedaulatan tanah dan aset air Selangor.

Sekurang-kurangnya tanah sepanjang 26,000 kilometer yang menempatkan paip air iaitu sebagai aset dalam perjanjian mahu diambil alih oleh Kerajaan Pusat.

Sebaliknya Kerajaan Selangor hanya bersetuju menyerahkan aset air yang sudah dinaik taraf oleh syarikat konsesi.

Do everything necessary to resolve Selangor water issue, Najib tells Ongkili

KUALA LUMPUR: Prime Minister Datuk Seri Najib Tun Razak has told the Energy, Green Technology and Water Ministry to do whatever necessary to resolve the water issue with the Selangor government.

Minister Datuk Seri Dr Maximus Ongkili said they would also continue to engage with the state government to resume talks.

"We have already received a mandate from the PM to do whatever necessary and continue to proceed with the matter.

"We are scheduled to have a meeting at the officer level within this week. We are still waiting for feedback," he said.

Ongkili was speaking to reporters after launching the second International Water Association (IWA) Malaysia Young Water Professionals Conference 2015 here Tuesday.

However, the Ministry on Tuesday was reported as saying that implementation of water restructuring in Selangor had been postponed as the state government refused to settle three out of eight conditions of the main agreement with the Federal Government, including the land issue. - Bernama

The delay to seal the agreement although limit Puncak share price performance, but it also give more time for Puncak to search and identified potential news business acquisition at bargain price.

Since Puncak intention is to expand its oil and gas ans venture into palm oil plantation, the tumbling and prolong weakness in crude oil (brent oil US 52.9) and CPO price (RM 2140), will serve greater pressure on these field of asset, suppress seller asking price, give rise to more fair and better judgement on these business viability. It also offer potential buyer to acquire these asset at depress valuation, safeguard margin of safety.

I think puncak should request a definite date from both gov for the m&a and i wonder whether puncak are entitle to some kind of compensation due to the prolong m&a?? nonetheless i still believe that this M&A will be done eventually.

guess most would assume a deal completion til that damned Azmin spoke last Monday. Now, its anybody's guess while some still believing in a deal to be completed soon to avoid water crisis in Selangor, me included.

Dr Ongkili said it was stated in the water agreement signed last Sept 12 that the assets would go together with the land and even on that matter, the Federal Government had compromised.

Selangor, he said, claimed that it had over RM14bil worth of assets – RM10bil worth of pipes and RM4bil worth of treatment plants and reservoirs.

“If that is the case, they should go with the land because if the new concessionaires want to lay new pipes, they need access to them.

“So, we compromised and said, ‘Never mind, even if you cannot give us the land, you can assign to us rights to the land,’” he said after launching the Second International Water Association Malaysia Young Professionals Conference here yesterday.

Mentri Besar Azmin Ali had reportedly said that Selangor decided not to go ahead with the water restructuring deal because the Federal Government wanted “free land”, particularly in relation to the transfer of ownership of land involving 26,000km of pipes.

He had also claimed that land was not part of the main agreement but only the handing over of assets by the concessionaires.

Dr Ongkili also denied Azmin’s claim that the Federal Government would take over the land after the 45-year lease, describing it as “nonsense”.

“Under our lease agreement, the land goes back to the state government. He has not been properly advised,” he said.

Dr Ongkili said he had written to Azmin about the outstanding issues and confusion, and suggested that their officers meet as soon as possible.

“And thereafter, we two can meet,” he said, adding that he was still looking forward to finding a solution or the “option would be tougher. There is no need for re-negotiation”.

However, in Shah Alam, Azmin said he had received Dr Ongkili’s letter stating that the Federal Government was prepared to go back to the negotiation table.

“If they are willing to return to the terms stipulated in the master agreement (signed on Sept 12), we are prepared.

“The problem is that the Federal Government started coming up with new suggestions that are not in the original agreement,” said Azmin.

He also said that Syarikat Pengeluar Air Selangor Sdn Bhd (Splash) had received an operating licence because it was given a year to comply with Selangor’s water restructuring exercise.

The licence given to Splash, he said, was an extraction licence for the concessionaire to tap and treat raw water before this was channelled to consumers.

Former Mentri Besar Tan Sri Khalid Ibrahim had questioned Azmin over the awarding of the licence to Splash at a time when the water deal was at a stalemate.

State-owned Pengurusan Air Selangor Sdn Bhd (Air Selangor) will be taking over the state’s water industry from its four concessionaires – Puncak Niaga Sdn Bhd (PNSB), Syarikat Bekalan Air Selangor Sdn Bhd (Syabas), Konsortium ABASS and Splash.

The first three concessionaires had agreed to the state acquiring them except for Splash.

Hmm... PKR in Selangor is refraining Syabas from raising water tariff while DAP in Penang is raising water tariff and both are from PR. Is it because Syabas is in the hand of BN while PBA is in the hand of PR? LOL

People every where in Msia don't mind paying extra for their water bill. Why Selangor as richest state in Msia cannot afford to so? No wonder they have to suffer water rationing despite the so called "most developed state".

my insider told me selangor will follow penang to increase the water tariff.
what PKR waiting for ???? Now is the time to increase and blame it to GST (indirectly you will blame BN). . .. After GST issue cool down, no more chance to increase. DO IT NOW !!!!!!! INCREASE NOW !!!!!!!!!! I WILLING TO PAY MORE FOR MY WATER BILL !!!!!

focus magazine this week cover story talk about PAAB.
They want the water deal to close so that they can rise the water tariff to pay back their high debt.

PAAB bond raise of RM 964 mil for its special purpose vehicle Acqua SPV Bhd has matured since Dec 31, 2013. They need money to pay back the bond holder.

This deal will 100% close.

An officers-level meeting will be held on Monday to discuss solutions to the stalled Selangor water restructuring deal between the state government and Putrajaya, Mohamed Azmin Ali said today.

The Selangor menteri besar said that after receiving a letter from the Energy, Water and Green Technology Ministry, the state government was willing to return to the discussion table with Putrajaya in hopes of bringing an end to the impasse.

"I have received a letter and it is nothing like what is being portrayed in the media. The ministry was very respectful and even thanked the state government for the cooperation in the water agreement," he told reporters at a function in Batu Caves, Selangor.

The Gombak MP said it was also important to note that the ministry had expressed its willingness to return to the original terms of the agreement.

On March 9, Selangor revoked the controversial water agreement with Putrajaya inked by Azmin's predecessor Tan Sri Abdul Khalid Ibrahim in September last year.

Azmin said the federal government had failed to comply with conditions set by the state government, an accusation that the ministry denied.

He said since the federal government was willing to return to the terms of the master agreement, the state government also assured resolution on the matter.

"Because of that, the state government is willing to hold a discussion and we assure finalisation of the restructuring exercise based on the previous conditions," he said.

Azmin previously said that the federal government had insisted that land be included with the upgraded water assets of the concession companies to be transferred as settlement of the concession companies’ RM7.65 billion borrowings.

He said the inclusion of the land was not part of the terms of the master agreement.

Minister Datuk Seri Dr Maximus Ongkili however reportedly said Azmin had been ill advised and that it was clearly stated in the agreement that the assets would go together with the land.

He said the request for the land was to lease it for 45 years, while his deputy Datuk Seri Mahdzir Khalid said the land was also meant to be collateral for the RM2 billion that Putrajaya would give the state to help it take over four water concessionaires as part of the restructuring exercise. – March 21, 2015.

雪政府與中央政府 將重商水供重組

(吉隆坡21日訊)雪州政府與中央政府將于下週一,就水供重組事宜重回談判桌,雪州大臣阿茲敏阿里將考慮首相拿督斯里納吉建議州政府以“抵押”(pajak)方式將土地交給中央政府。

 阿茲敏阿里指出,主要合約協議闡明州政府移交價值20億令吉的水供資產給中央政府,作為20億令吉現金貸款,未料中央政府要求水管途經的2萬6000公里土地也一併移交。

 他強調,基于捍衛州政府和雪州人民的尊嚴和主導權,所以堅決不願妥協將2萬6000公里土地交給中央政府

10年后全球2/3人缺水

(纽约21日讯)联合国水资源组织最新的《世界水资源发展报告》预警,目前水资源的使用已超过自然补给,带来了水源的消耗,到2025年,也就是10年后,这一趋势將会造成全球有2/3的人口生活在缺水的状態中。

综合报导,每年3月22日是世界水资源日,联合国水资源组织循例提出年度水资源发展报告。今年世界水资源日年度主题是「水资源与永续发展」。在今年的主题报告中再次提醒,水资源是有限且不可替代的资源,是人类福祉的基础,唯有管理得当,水才是可再生使用的。报告指出,如今水资源的使用超过自然补给,已带来了水源的消耗,到2025年,这一趋势將会造成2/3的世界人口生活在缺水的国家。

报告提到,隨著人口攀升,水资源將会越来越珍贵,全球已有数百万人每天必须步行超过1英哩(约1.6公里),才能蒐集到日常用水了。水资源对永续发展带来严重挑战,但若有效率且公平的管理,水资源仍可以在快速变化莫测的情况下,对加强社会、经济和环境系统的调適能力起到关键推动作用。

《世界水资源发展报告》也指出,人口激增是导致缺水危机的主要因素之一。全球人口以每年8000万人的速度增加,2050年前很可能达到91亿人,用水需求將增加55%。

建立规定杜绝浪费

报告指出,虽然目前水资源尚足以应付全球所需,但若没有妥善管理,到2030年前,用水需求和供给间將出现40%的落差,也就是所谓的「水赤字」............

Remark: Selangor state gov should seriously change it free water policy, it should abolish such meaningless and wasted tax payer money on free water subsidy, and channel these capital to improve water quality, reduce non revenue water and ensuring uninterrupted water supply to 7.5 million people living in Selangor, KL and Putrajaya.
